SERVICES AVAILABLE TO THE PUBLIC AND PROCEDURES TO GAIN ACCESS TO THE SERVICES

A) Approve Physical Plans (Structure and Detailed Plans)

  1. Initiation: Local Government identifies the need for a new plan or a review of an existing one.
  2. Preparation: The plan is prepared with stakeholders and guided by consultations to finalize the best option.
  3. Public Display:
    • Structure Plans: Posted for 90 days.
    • Detailed Plans: Posted for 6 weeks.
  4. Approval:
    • Submitted to Local Government Authority for initial approval.
    • Sent to the National Physical Planning Board for final approval, gazettement, and implementation.

B) Approve a Condominium Plan

  1. Submission: Developer submits a concept note to a registered architect.
  2. Preparation: The architect collaborates with professionals (engineer, cadastral surveyor, property manager) to prepare the plan in quadruplicate.
  3. Verification:
    • Relevant authorities verify ownership, land use, and encumbrances.
    • Department of Housing Development ensures compliance with the Condominium Law. Non-compliant plans are returned for corrections.
  4. Approval:
    • After compliance, the plan is forwarded for tax assessment and payment.
    • Approved plans are registered and titled by the Ministry.

C) Physical Search on a Land Title

  1. Request: Submit a written request with land details:
    • Mailo: County, Block, Plot No.
    • Leasehold: Volume, Folio No.
    • Freehold: Volume, Folio No.
  2. Processing: Application is stamped, approved by the Registrar of Titles, and sent for file retrieval.
  3. Payment: Pay UGX 10,000 at the bank and present the receipt.
  4. Result: A search letter is issued within 2 days.

Required Documents: Application letter.
Fees: UGX 10,000 (Search fee).


D) Acquire a Freehold Land Title

  1. Requirements:
    • Completed Forms 4, 10, 19, 23.
    • Three deed plans, three passport photos, receipts, Area Land Committee, and District Land Officer reports.
    • Letter requesting a Freehold Title signed by the District Land Officer.
  2. Steps:
    • Submit documents to the Department of Land Administration for verification (10 days).
    • Approved documents are forwarded to the Office of Titles for Title issuance (10 days).
    • Collect the Freehold Title with acknowledgment and identification.

Fees:

  • Registration: UGX 10,000.
  • Assurance: UGX 20,000.
  • Issuance: UGX 20,000.

E) Acquire a Leasehold Land Title

  1. Requirements:
    • Completed Forms 8, 10, 18, 23.
    • Three deed plans, passport photos, Area Land Committee, and District Land Officer reports.
  2. Steps:
    • Submit documents to the Department of Land Administration (10 days).
    • After approval, pick up Lease agreements for signing, sealing, and embossing by URA.
    • Pay stamp duty: 1% of the premium and annual rent multiplied by the lease years.
    • Collect Leasehold Title after acknowledgment and verification.

Fees:

  • Registration: UGX 10,000.
  • Assurance: UGX 20,000.
  • Issuance: UGX 20,000.
  • Lease Preparation: UGX 20,000.

F) Convert Leasehold to Freehold Land Title

  1. Requirements:
    • Completed Forms 5 & 19 in duplicate.
    • Three deed plans, Duplicate Certificate of Title, passport photos, receipts, and a forwarding letter signed by the District Land Officer.
    • For post-1998 titles: A Surrender Deed is required.
  2. Steps:
    • Submit documents for verification (10 days).
    • Approved documents forwarded to the Office of Titles for Freehold Title issuance (20 days).

Fees:

  • Surrender Deed: UGX 10,000.
  • Registration: UGX 10,000.
  • Assurance: UGX 20,000.
  • Issuance: UGX 20,000.

G) Transfer Land under Leasehold/Freehold

  1. Requirements:
    • Completed transfer forms, two consent forms, passport photos, duplicate certificate of title.
  2. Steps:
    • Submit documents for valuation and pay 1.5% of land value as stamp duty.
    • Submit embossed transfer forms and supporting documents to the registry.
    • Collect Duplicate Certificate of Title within 10 days.

Fees:

  • Stamp duty: 1.5% of land value.
  • Registration: UGX 10,000.
  • Consent: UGX 10,000.

H) Transfer Mailo Land

  1. Process: Similar to Leasehold/Freehold transfer but specific to Mailo registry.
    Fees: Stamp duty: 1% of land value; Registration: UGX 10,000; Additional fees for extra plots.

I) Subdivision of Mailo Land

  1. Requirements:
    • Mutation form, duplicate title, passport photos, PPA Form 2 (Physical Planning Act, 2010).
  2. Steps:
    • Submit documents for subdivision approval (5 days).
    • Collect Duplicate Certificates within 10-25 days.

Fees: UGX 10,000 per new title.
