Mission

The Mission is “To ensure sustainable land management, planned urban and rural development and decent housing for all”.

Mandate

Our Mandate is “To ensure a rational: sustainable and effective use and management of land and orderly development of urban and rural areas as well as safe, planned and adequate housing for socio-economic development”.

Organizational Structure

Politically, the structure has one Minister Hon. Judith Nabakooba [0414-253 371] who gives the overall political guidance and direction with support of three (3) Ministers of State, namely:

  • The Minister of State, Housing Hon. Namuganza Persis Princess  [0414-349 265 ]
  • The Minister of State, Urban Development. Hon. Obiga Kania Mario [0414-348 342]

The Permanent Secretary Mrs. Dorcas W. Okalany [0414-230 879]  is the Accounting Officer, Chief Executive Officer of the Ministry and the Information Officer as provided for in the Access to Information Act, 2005.

Directorates and Departments

1. DIRECTORATE OF LAND MANAGEMENT

The Directorate is headed by the Director, Land Management who is in-charge of the overall sector management, coordination and supervision. The Directorate is made up of the Office of Director, Department of Land Registration, Department of Land Administration, Department of Surveys and Mapping, and a Land Sector Reform Coordination Unit.

The Office of Director, Land Management is responsible for budgeting resource allocation and monitoring of the Lands Sector. It also gives policy direction on matters concerning land management in the country. It is headed by Mrs. Naome B. Kabanda [0414-341 071]

DEPARTMENT OF SURVEYS AND MAPPING

The department of Survey and Mapping is responsible for the establishment of survey and geodetic controls, quality checks of cadastral jobs, survey of government land and international boundaries, production and printing of topographical maps. The Department is also responsible for producing a National Atlas. It is headed by Mr. Opio Ogenyi. [0414-320 531]

DEPARTMENT OF LAND REGISTRATION

The Department is responsible for issuance of certificates of titles, general conveyance, keeping custody of the national land register, coordination, inspection, monitoring and back-up technical support relating to land registration and acquisition processes to local governments. It is headed by Mr. Baker Mugaino [0414-341 667].

DEPARTMENT OF LAND INSPECTORATE

The Department of Land Administration is responsible for supervision of land administration institutions and valuation of land and other properties. It is headed by Mrs. Naome B. Kabanda [0414-341 071]

DEPARTMENT OF VALUATION

The Department is responsible for Issues of Valuation and Compensation assessment. It is headed by Mr. Gilbert Kermundu [0414-233 337] who is also the Chief Government Valuer.

2. DIRECTORATE OF PHYSICAL PLANNING AND URBAN DEVELOPMENT

The Directorate of Physical Planning and Urban Development, comprises of the office of Director, Physical Planning and Urban Development; the Department of Physical Planning; the Department of Urban Development and the Department of Land Use Regulations and Compliance.

The major aim of this directorate is to attain an orderly, progressive and sustainable urban and rural development as a framework for industrialization, provision of social and physical infrastructure, agricultural modernization and poverty eradication.

The office of Director, Physical Planning and Urban Development is responsible for ensuring that there is orderly, progressive and sustainable urban and rural development in the country. The office is also responsible for budgeting, resource allocation and monitoring of the Physical Planning and Urban Development Sector. The Acting Director is Mr. Vincent Byendamira Ateenyi [0414-232 130].

DEPARTMENT OF PHYSICAL PLANNING

The Department of Physical Planning is responsible for policy making, standard setting, national planning, regulation, coordination, inspection, monitoring and back-up technical support relating to urban and regional planning. It is headed by Mr. Vincent Byendaimira Ateenyi [0414-232 130].

DEPARTMENT OF URBAN DEVELOPMENT

The Department of Urban Development is responsible for formulation of urban policies, regulations, development and review of relevant laws, standard setting to enhance orderly urban development. It is headed by Mr. Walter Pade [0414-666 602].

DEPARTMENT OF LAND USE REGULATION AND COMPLIANCE

The Department of Land Use Regulation and Compliance is responsible for formulation of land use related policies, plans and regulations. It also provides technical support and guidance to Local Governments in the field of land use regulation, monitoring and evaluation, and systematization of the land use compliance monitoring function and practice. It is headed by Ms. Rosemary Mukite [0414-690 910].

3. DIRECTORATE OF HOUSING

The Directorate of Housing is responsible for co-coordinating the functions of Housing and Human Settlement in the country. It is headed by Acting Director Mr. Dave Khayangayanga [0414-378 138].

DEPARTMENT OF HUMAN SETTLEMENT

The Department of Human Settlement is responsible for formulating policies, legislation, procedures, setting housing standards, monitoring and evaluation of implementation of housing policies and providing technical back up support in order to increase the stock of affordable and decent housing that enhances the quality of life and safety of population as well as to guarantee the security of tenure for all especially the vulnerable in society.
It is headed by Mr. Dave Kayangayanga [0414-259 778].

DEPARTMENT OF HOUSING DEVELOPMENT AND ESTATES MANAGEMENT

The Department of Housing Development and Estates Management is responsible for formulating policies, legislation, procedures on Estates, supervising housing development and estates development. This Department was created under the Ministry of Lands, Housing and Urban Development after the transfer of a number of staff from the former Department of Building that used to be under the former Ministry of Works, Housing & Communications.. It is headed by Arch. Irene Gwokyalya [0414-378 138].

DEPARTMENT OF FINANCE AND ADMINISTRATION (F&A)

The Department is headed by an Under Secretary and made up of seven organizational units namely; Administration, Accounts, Personnel, Policy Analysis Unit, Resource/Information Centre, Internal Audit Procurement Unit. A Principal Officer heads each of these Units. The operations of the office of the Ministers and Permanent Secretary are funded through this department.

The Department has overall responsibility for the following functions in the Ministry, namely: Financial Management, Accounting, Administrative services, Personnel services, Supplies, Procurement matters, Policy analysis, Internal Audit and provision of information on the Ministry services among others. It is headed by Mr. Richard Juuko. [0414-236 359]

PLANNING AND POLICY ANALYSIS DEPARTMENT (PPAD)

This department is responsible for strategic planning, monitoring and evaluation of projects and programmes, quality standards assurance,and coordinating the training function in the Ministry. The department is headed by Commissioner, Planning and Quality Assurance. It is headed by Mr. William Turyomurugyendo [0414-666 008].

Roles and Functions

The main roles and functions of the Ministry cut across the three sub sectors of Lands, Housing and Urban Development which are:

  • Formulate national policies, strategies and programmes in the lands, housing and urban development sectors;
  • Initiate, review and make amendments to existing legislation in thelands, housing and urban development sub sectors;
  • Set national standards for matters regarding sustainable use and development of land and provision of safe, planned and improved housing/human settlements;
  • Monitor and coordinate initiatives in the Local Governments as regards the lands, housing and urban development sub sectors;
  • Provide support, supervision and technical back-stopping to Local Governments on matters regarding lands, housing and urban development;
  • Make new maps and update existing ones;
  • Liaise with relevant stakeholders for the mobilization of resources in support of national lands, housing and urban development initiatives;
  • Liaise with neighboring countries for the proper maintenance of territorial boundaries;
  • Provide guidance and effective management of lands, housing and urbanization;
  • Mobilization of financial and technical assistance for the development of lands, housing and urban development sub sectors.
