During the Women’s Day celebration held at Ruguse Primary School in Bugambe Sub County in Kikuube District under the theme “For all Women and Girls: Rights. Equality. Empowerment,” which happened on the 28th of June 2025, Hon. Judith Nabakooba, on behalf of the Rt. Hon. Prime Minister Robinah Nabbanja, said the event was an opportunity to reaffirm the government’s commitment to empowering women and ensuring equal land rights.
She reported that 1,100 freehold land titles had been handed over to beneficiaries in Kikuube District, with 30.5% of them going to women. This, she noted, was part of the government’s Systematic Land Adjudication and Certification (SLAAC) program aimed at strengthening land ownership and security among citizens. She urged the new landowners not to sell their land, but instead to use the titles as collateral for credit in order to improve their livelihoods and support their families.
Hon. Nabakooba also mentioned that she had approved 101 land title applications belonging to the Church of Uganda in Kikuube District and encouraged other religious institutions to apply for formal documentation. She stated that acquiring titles would help reduce land conflicts, prevent evictions, and protect citizens from exploitation by the wealthy.
She further highlighted several government reforms, including the decentralization of land administration services to the Masindi Ministry Zonal Office, making it unnecessary for residents to travel to Kampala. She added that land services had also been digitized under the Uganda National Land Information System (UgNlis), allowing citizens to verify property ownership and access land-related information online.
In addition, Hon. Nabakooba called on communities to embrace the Parish Development Model as a strategy for transitioning from subsistence to commercial economies. She thanked His Excellency the President Yoweri Museveni for his leadership in supporting land registration in Bunyoro and acknowledged the contributions of local leaders and development partners in implementing government programs. She concluded by urging the people of Kikuube to remember these efforts as the country heads into the 2026 general elections.
