Overview

The Uganda Cities & Municipalities Infrastructure Development (UCMID) Program is a six-year, $540 million (UGX 2.1 trillion) initiative funded by the Government of Uganda and the World Bank. Serving as the second phase of the successful USMID program, UCMID is designed to transform Uganda’s urban landscape by enhancing institutional performance and delivering climate-smart infrastructure.

Objective To improve urban planning and management, increase access to climate-resilient services, and stimulate job creation for urban residents and displaced populations within refugee-hosting areas.

Scope & Reach Implementation will span from FY 2026/27 to 2030/31 across:

  • 10 Regional Cities: (Lira, Arua, Gulu, Soroti, Mbale, Hoima, Fort Portal, Jinja, Mbarara, Masaka)

  • 26 Municipalities: Including 15 new additions such as Mityana, Iganga, and Rukungiri.

  • 13 Refugee-Hosting Districts: Including Yumbe, Adjumani, and Isingiro.

The Five Strategic Pillars

1. Urban Roads & Mobility: Connecting people to markets and reducing congestion.

2. Drainage & Flood Mitigation: Protecting urban assets through climate resilience.

3. Nature-Based Solutions: Implementing green infrastructure for sustainable growth.

4. Solid Waste Management: Reducing emissions and improving urban hygiene.

5. Local Economic Development: Boosting entrepreneurship and creating over 20,000 permanent jobs.

Expected Impact UCMID aims to benefit 5.6 million people directly, fostering a supportive environment for MSMEs, youth, and women while positioning regional cities as engines of economic growth to realize Uganda Vision 2040 and NDPIV.
